While precious metals first began showing noticeable upward price trajectories following Russia’s invasion of Ukraine in early 2022, economic experts note that the market experienced an unprecedented, explosive surge following the recent military escalations involving the United States, Israel, and Iran. This relentless upward pressure on precious metals has transcended global trading desks, directly impacting national economies, traditional cultural practices, and the fragile livelihoods of millions of workers.

War-Driven Price Rises and Market Volatility

The magnitude of this commodity shock is most starkly visible in the silver market, particularly within emerging economic powerhouses heavily reliant on physical bullion imports, such as India. During 2023, silver prices in India moved within a relatively predictable historical bandwidth, largely fluctuating between $725 and $830 per kilogramme, which translates to roughly 70,000 to 80,000 rupees. As global uncertainties mounted, prices crept upward to approximately $985, or 98,000 rupees, per kilogramme through the course of 2024.

However, the onset of the acute military conflict involving Iran earlier this year tore through established market baselines. Silver prices briefly skyrocketed to an astonishing peak of $4,670—amounting to a staggering 450,000 rupees—per kilogramme before experiencing a partial correction in the wake of a subsequent ceasefire. Despite that downward correction from its absolute apex, the market remains severely inflated. Silver prices are currently hovering stubbornly around $2,600, or 250,000 rupees, per kilogramme. This means that current valuations sit at more than three times the prevailing market levels recorded just a few short years ago, leaving consumers and industrial buyers grappling with unprecedented cost structures.

Dr. Salahuddin Ayyub, a distinguished economist and international trade expert affiliated with India’s Ministry of Commerce and Industry, pointed out that these compounding geopolitical conflicts have unleashed unprecedented volatility across global commodity markets. When traditional equity and stock markets experience acute volatility and heightened risk profiles, international investors routinely divest from riskier holdings and move their capital into safer, time-tested stores of value, predominantly gold and silver. According to Ayyub, this sudden, aggressive surge in institutional and retail demand inevitably pushes the underlying spot and futures prices of precious metals sharply and rapidly upwards.

Cultural Traditions Under Financial Pressure

The downstream consequences of these soaring global valuations have manifested with particular severity in nations where precious metals are deeply woven into the fabric of daily life and social structures. In India, gold and silver are not merely financial investments or industrial inputs; they remain deeply intertwined with sacred weddings, ancestral cultural traditions, and essential family savings. For generations, the acquisition of silver and gold has marked significant life milestones, serving as both a social status symbol and a reliable financial cushion for households during economic hardships.

As market prices continue to scale historic heights, however, these long-standing traditions are running into severe financial roadblocks. Many Indian households, facing constrained budgets and skyrocketing costs, are increasingly forced to rethink their purchasing habits. To cope with the reality of bullion priced far beyond historical norms, a growing number of families are opting for lower-cost alternatives, such as artificial jewellery, to fulfill ceremonial requirements without plunging into debilitating debt.

Yet, while everyday consumers and families can adapt by substituting precious metals with cheaper cosmetic alternatives, the shockwave hits traditional artisans and business owners much harder. Dr. Ayyub warned that those whose very livelihoods depend on the uninterrupted functioning of the precious metals industry—including skilled artisans, local silversmiths, independent jewellery shopkeepers, and traditional craftspeople—enjoy far fewer options for adaptation. The economic fallout extends far beyond individual consumers, creating a systemic crisis for entire communities whose hereditary incomes depend on steady demand for these metals. These groups are now grappling with shrinking order books, depressed local demand, and deepening economic uncertainty.

Policy Interventions and the Import Squeeze

Beyond the direct impact on consumers and craftspeople, the dramatic surge in silver prices has triggered secondary policy consequences that frequently escape the notice of the general public and macroeconomic policymakers. When a developing economy experiences a sudden, sharp spike in domestic demand for imported precious metals, national governments routinely intervene through regulatory and fiscal measures to curb external purchases and protect their vital foreign exchange reserves.

India, structurally speaking, depends heavily on imported silver to satisfy its immense domestic consumption requirements. Because a sudden, uncontrolled spike in physical imports places immediate and immense pressure on the country’s foreign exchange reserves, the government invariably attempts to discourage excessive inbound shipments through targeted tariffs, customs duties, and regulatory restrictions.

These protective import duties and administrative hurdles are eventually absorbed by the domestic market and passed down to retail consumers. As tariff structures increase, the landed cost of foreign silver rises correspondingly. This dynamic explains why domestic silver prices within India are currently trading significantly higher than baseline global market prices. While global spot silver currently commands around $2,100 per kilogramme, the domestic price in India remains more than 20 percent higher. This persistent premium is directly driven by heavy government import taxes and strict licensing regimes designed to choke off uncontrolled supply inflows.

The macroeconomic exposure is substantial: India relies on imports to meet more than 80 percent of its total domestic silver demand, while its aggregate purchases account for over 20 percent of the entire global trade in refined silver. Recognizing the severe pressure on foreign reserves, the Indian government more than doubled its effective import taxes on both gold and silver in the month of May.

The policy intervention achieved its immediate fiscal objective while delivering a devastating shock to trade volumes. Following the implementation of the doubled tax rates, silver imports plunged by an astonishing 87 percent, dropping to just $75.6 million for the month. This compared starkly with $566.2 million recorded during the same period the previous year, marking the country’s lowest import volume level in over three years.

Ultimately, these combined forces of international warfare, inflated commodity valuations, and domestic protectionist policies are filtering down to the grassroots level. The sustained high cost of silver is reshaping local economies and forcing communities—from the bustling markets of major financial hubs to traditional cultural centers like Lucknow—to make difficult, and occasionally devastating, decisions just to maintain their cherished traditions amid an increasingly volatile world.

The global commodity landscape has undergone a profound and turbulent transformation over the past few years, driven primarily by escalating geopolitical conflicts and expanding military hostilities.
