According to these veteran environmental researchers, a far more immediate and tangible threat to human health is unfolding right now, driven directly by the massive physical infrastructure—the data centers—required to power those exact same AI models.

In a comprehensive new report published by the nonprofit Environmental Protection Network, the former EPA experts warn that since January 2025, Donald Trump’s administration has systematically dismantled or weakened a wide array of pollution safeguards. The report highlights at least 30 distinct regulatory rollbacks targeting air pollution permits, environmental review processes, routine facility inspections, and other critical oversight mechanisms. Together, these administrative shifts are drastically increasing the public health and environmental risks associated with the unprecedented national boom in data center construction.

The scale of this infrastructure expansion is immense. The United States is currently home to approximately 3,000 operational data centers, but that number is poised to explode. More than 1,500 new data centers are currently in various stages of planning and development across the country. As major tech companies and independent developers race to build out this vast, energy-hungry network of servers and cooling systems, the United States is simultaneously shedding the federal regulatory guardrails necessary to ensure that the massive surge in electricity demand is met safely and responsibly, the former EPA officials emphasize.

The dismantling of institutional oversight represents a radical departure from the historical mission of the agency, according to career civil servants who spent decades monitoring environmental hazards. Dan Costa, who dedicated 35 years of his life to the EPA studying air pollution and its physiological impacts, reflected on the agency’s long-standing institutional culture during a recent press briefing. Established in 1970 in response to mounting public concern over environmental degradation, the EPA historically relied on a large, dedicated corps of specialized scientists whose primary mandate was public protection.

Over the decades, toxicologists, chemists, atmospheric scientists, computer modelers, and environmental engineers worked in close concert with academic institutions and public health experts on behalf of the American people, Costa explained. Their collective mission was not to serve industrial interests, but to rigorously carry out the EPA’s statutory obligation to protect vulnerable populations from industrial air pollution and toxic exposures.

Today, however, that specialized federal workforce has been deeply compromised. The Trump administration has moved aggressively to dismantle the EPA’s core research office, shifting the agency’s overarching institutional priorities away from the strict enforcement of federal clean air and clean water standards. Transforming the nation’s entire energy grid and economy to accommodate massive new power loads while simultaneously diminishing the government’s scientific capacity to understand, monitor, and mitigate the resulting environmental impacts makes no logical or public health sense, Costa argued.

Despite these warnings, the federal government is charging full speed ahead in the opposite direction. President Donald Trump has made clear his intention to position the United States as the undisputed global leader in artificial intelligence development. Echoing this overarching executive priority, EPA Administrator Lee Zeldin wrote in an internal agency memo last year that the environmental regulator is fully committed to bolstering those national ambitions. Zeldin stated that the agency would actively focus on cutting heavy-handed regulations to ensure that American companies can rapidly build and power the data centers essential to making the United States the AI capital of the world.

Since Trump returned to the White House, data center developers have aggressively seized upon this permissive political environment, accelerating their expansion timelines to unprecedented levels. In various regions across the country, this sweeping deregulation has translated directly into keeping aging, highly polluting coal-fired power plants online well past their previously scheduled decommissioning dates, solely to feed the insatiable electricity demands of modern server farms. In other instances, the regulatory retreat has manifested as a loosening of restrictions governing the deployment of onsite, fossil fuel-powered gas turbines designed to supply continuous power to hyperscale data centers, such as xAI’s massive Colossus facility.

Furthermore, the agency has formally proposed significant rule changes that would allow developers to initiate the physical construction of large data centers and their associated electricity-generating infrastructure before securing the necessary air pollution permits. Alongside these policy proposals, agency leadership has explicitly directed EPA enforcement staff to avoid taking any regulatory actions that might unduly burden or significantly disrupt domestic energy production or commercial power generation.

The human and environmental toll of this unchecked expansion could be severe. According to independent academic research cited by the former EPA officials in their new report, the cumulative air pollution associated with the nationwide AI infrastructure boom could lead to as many as 1,300 additional premature deaths each year.

Dr. Lynn Goldman, a pediatrician and former high-ranking EPA administrative official, underscored the profound medical implications of rolling back environmental protections during the recent press briefing. Goldman noted that while some health consequences of increased industrial and power plant pollution might manifest slowly over many years—such as the development of various cancers—other acute health impacts would be felt almost immediately by surrounding communities. Elevated levels of fine particulate matter and toxic air emissions are directly linked to sudden heart attacks, aggravated asthma attacks, and a higher incidence of premature births.

The race among technology corporations to secure a competitive market advantage in artificial intelligence must not be treated as a matter of life or death for the communities forced to host these energy-intensive facilities, Goldman stated. American families should not be forced to pay for the rapid, unregulated expansion of the artificial intelligence boom with their health and their lives.

While prominent tech oligarchs continue to grandstand on Capitol Hill and across global forums about the theoretical, existential dangers that an artificial intelligence superintelligence might eventually pose to humanity, a coalition of former Environmental Protection Agency officials is urging the public to shift its focus.
